The Voyager class cruise ships were built between 1999 and 2003 for Royal Caribbean International and introduced the revolutionary Royal Promenade and ice-skating rink at sea. The ships feature extensive entertainment options and family-friendly activities across multiple decks. The class was the first to include a rock-climbing wall and a full-size basketball court at sea. The vessels were designed with a distinctive split-superstructure layout.

Voyager of the Seas underwent an approximately $97 million Royal Amplified modernization in 2019. The project introduced The Perfect Storm racer waterslides, revitalized Vitality Spa and substantially redesigned children's and teen spaces. Seventy-two additional staterooms were added, together with broader passenger-area, hotel and technical improvements, before the ship returned to service from Singapore in October 2019.

Voyager of the Seas underwent a major approximately $80 million refurbishment at the Sembcorp Marine Integrated Yard at Tuas in Singapore. New interior and ocean-view accommodations were created from portions of former nightclub, gallery and service spaces, while selected interior staterooms received Virtual Balconies. The project added the FlowRider surf simulator, Chops Grille, Izumi, Diamond Club, Royal Babies and Tots Nursery, spa-category accommodations and a large poolside movie screen. Stateroom televisions, digital wayfinding, shipwide Wi-Fi and other passenger technology were upgraded, while carpeting, finishes and other public areas were extensively renewed. Technical work included Azipod maintenance and modifications, servicing of thrusters and stabilizers, hull inspection and painting and other scheduled marine maintenance.
